A ‘shit list’ might be a TCR variant that can begin pointing at the worst offenders. I’ve seen this idea thrown around by someone in the Kleros crowd.

I post a 2 ETH bounty saying that Judge X is corrupt. The higher the stake, the higher up on the ‘shit list’. Judges, police, politicians, corporations, etc can all be placed on the list.

Someone else can stake 2 ETH declaring the opposite: Judge X is not corrupt. It goes to an arbitration court, of randomly selected jurors, ala Kleros. We both put in evidence for our claim, and we each have a chance to refute each other’s evidence. The jury decides who wins: if I do, I get to keep the challenger’s 2 ETH (minus arbitration costs). If the challenger wins, they keep my 2 ETH, and the entry is removed from the list.
